Welcome to the official web site for the NOWCC/BLM Experienced Services Program (ESP). This partnership between the National Older Worker Career Center and the Bureau of Land Management (BLM) places experienced workers into positions supporting conservation and environmental protection efforts.

The BLM ESP was authorized under the Consolidated Appropriations Act, 2018: Public Law 115-141, Section 115, the Department of the Interior (DOI) in 2018. That allowed BLM to establish a program for experienced workers 55 years and older, to complete priority conservation projects throughout the bureau on multiple-use public lands.

The ESP helps address the issue of “brain-drain” as experienced workers retire, and provides opportunities for newer, less experienced civil servants to learn from more experienced workers. ESP participants are generally part-time and supply technical assistance to the BLM.
